CLIFTON — It's time for businesses to take out the trash. At least that's the hope behind a new measure the City OK'd last month.

Adopted in August, a new resolution supporting Extended Producer Responsibility (EPR) aims to place some of the burden of product collection, disposal and recycling on companies as opposed to just on Clifton taxpayers.

Clifton residents pay about $5 million each year for the collection and disposal of discarded manufactured goods, City officials say.

City recycling coordinator Al DuBois said Clifton is the first municipality in New Jersey to adopt such a resolution.

The resolution encourages businesses to do what's right, DuBois said. He gave several examples of how companies can decrease the waste going into landfills and decrease the need for recycling.

One example he gave involves egg cartons.

"Why do we need to put eggs in Styrofoam containers?" asked DuBois. He suggested businesses use only cardboard containers which are easily recycled or burned in incinerators and are just as strong.

DuBois said if companies need to take back the waste from their products, they will see how much better it is for consumers and the environment to create more environmentally-safe packaging. He said egg companies, if they had to, would rather get rid of cardboard products instead of ones made of polystyrene foam or plastic.

Another example deals with dry cat food that is packaged in plastic containers.

Why not sell the product in loose bulk where customers can re-use the plastic containers by refilling them rather than throwing it away and buying another. This approach, DuBois said, would create a savings for the company, the consumer and the municipalities that would have less trash to collect.

"This could be great. Consumers and municipalities will save and companies can save too if they take back packaging and reuse it," DuBois said, adding he is not looking to put more expense and "pressure on the backs of businesses."

According to Environmental Protection Agency data these manufactured items and packaging comprise approximately 75 percent of the materials generated by American communities.

The State branch of the EPA has a goal of recycling 60 percent of the solid waste produced by New Jersey municipalities.

"Local governments have no input into the design or marketing of products, make no profit from the products and do not have the resources to adequately address the rising volume," the resolution, adopted on Aug. 17, reads.

Environmental experts say producers have an incentive to design more durable and less toxic products when they are charged with reusing or recycling responsibly.

Product Policy Institute's executive director Bill Sheehan said the manpower required for recycling, de-manufacturing and disassembly of business-made goods could create many jobs during a tough economic time.

"EPR is a big issue because a lot more jobs can be had if we take our waste and put it back into products instead of just landfilling it," Sheehan said. "It will also save money for municipalities because they're spending a lot of money on recycling, waste management even litter."

Sheehan cited an America the Beautiful national study which reported local governments spent $1.2 billion on litter in 2009.

"There are a lot of expenses for local governments," he said. "What EPR does is make it part of the market system which is different from making the taxpayers pay."

City officials said the municipality is gaining hundreds of thousands of dollars in revenue due to waste and recycling programs initiated in Clifton.

Mayor Jim Anzaldi said the adoption of the EPR resolution is "a step in the right direction" but it does not constitute a law.

"We're not out there to hurt businesses or make them spend additional money," Anzaldi said. "We're trying to suggest ways to better reduce the burden of waste disposal which has become an enormous expense for municipalities."

There is no penalty for businesses which do not comply with the EPR resolution.

"The importance of these local governments' resolutions is that is mobilizes local government to work towards state legislation," Sheehan said.

Though some Clifton business-owners may disapprove by viewing EPR as an additional cost for their companies, Sheehan said many proprietors he's spoken with view the idea as a positive.

According to PPI data, businesses which are financially culpable for managing their discarded products find ways to reduce waste, operating costs and positively impact their bottom line.

"EPR is a way of earning consumer loyalty," Sheehan said. "We haven't found any businesses in Europe or Canada which lost money because of the policy."

Originally adopted by San Francisco in 2006, Sheehan said EPR has just recently become a hot issue in northeastern states like New York, Massachusetts and Maine. He said 128 cities in six states have adopted the measure.

City officials say the municipality will send letters to the State legislature and State waste associations to support EPR legislation.

The Evolution of Trash Services

Trash service has always been a need, but it can came a long way since those early times when trash was just dumped wherever. We have found many ways to make trash removal healthier and better for the environment. Piggeries functioned well and many places still had one as late as the 1960s. However, in the 1950s many pigs in the piggeries got sick and laws were passed that all garbage must be cooked before being fed to the pigs.

Also during the 1900s, larger cities had dumps. Most trash was brought to the dump by each individual, but some areas had collection which was done by a horse drawn cart. The trash in the dumps was usually burnt.

More Modern Times

As cities became more industrialized, there became a need to keep the streets and the water sources clean. Vehicles were built to collect trash. The first trucks were just open and trash often spilled out of them. Later on vehicles with compactors came along to make the trash service collection more sanitary.

I mean, in my day mother compacted meat bones, coffee grounds, dish scrapings, cooking residue, and a few wrappers into a half gallon milk container then sent me out to the trash can in the alley. This stuff I was looking at was essentially paper packaging - daughter's macaroni and cheese box.. a couple cardboard frozen pizza wrappings, a half gallon orange juice container (the same kind of container mother used for a full day of garbage), a bevy of unrecognizable wrappings, a Chef Boy-R-De ravioli can (large size), a Burger King paper cup (large), a handful of the day's junk mail, an old Time magazine, and a couple microwave popcorn bags.. and this was only noontime!

Well, like most families these days we seldom cook because everyone goes their separate ways and both parents work. So our garbage reflects the fast food, prepared food, instant food, microwave food, lifestyle. As I picked up the overflowed paper trash I couldn't help but sigh at what we have given up as a family unit? I mean, well beyond the lack of a home-cooked meal. A supper-table closeness, a proper diet, increased spending, are just a few of the compromises we made.

So, I filled the bag, packed it down, tied it off? and did what I did many years ago for my mother; I took the trash out back and tossed it into a bigger container.. then forgot about it.

According the the E.P.A's most recent report the average American throws away 4.6 pounds of garbage each and every day or 1,679 pounds a year. When you times that by over 2 million Americans that is a lot of garbage!

Americans make up less than 5% of the world's population but we manufacture 40% of the world's garbage. Is it any wonder we are considered the most wasteful people in the world?

Where Does all that Garbage Come From?

The garbage we manufacture comes from many sources. From food to automobiles, from paper to plastic to glass.

Figures show that Americans throw away between 35% and 50% of the food they purchase. Not only is this a costly habit but it is one that adds to growing problem of landfills and environment. When food is dumped into landfills and is buried it does not get oxygen and break down as nutrients for the soil rather it turns into methane gas which contributes to global warming.

Experts suggest rather than throw your unused food into the trash you start a compost pile. When placed where oxygen can get to it food will break down into harmless compost that can enrich the soil instead of gas that harms the environment.

Paper is another item that adds to our growing trash problem. Americans use over 50 million tons of paper a year most of it finds its way into the trash bin. This means that 850 million trees need to be cut down in order to keep Americans in paper products.

Save Money on Garbage Pickup - Why Not?

This is probably the most "off the beaten path" type thing that I use to save money in my everyday life. Feel free to laugh, poke fun, or comment however you wish.

There is a very simple and easy way to save money on your garbage pickup. It takes very little effort, and the savings, when tracked over time, can be quite substantial.

Let me tell you a little story. I was born and raised in Ohio, and back in those good ol' days, we kept about 4 big huge stainless steel garbage cans in the backyard. I think it was always my duty to drag those suckers out to the road each Tuesday morning before school. The garbage men came by, picked up the trash, and the cycle started over again. The key point here is that this service was included in whatever city or local taxes my parents paid at the time.

In 1985, my family moved to Florida. Quite an interesting transition. Included in this transition was adjusting to new trash pickup. The system was exactly the same, with one small change. Shortly after moving in, my parents asked a neighbor which day "garbage day" was. On the assigned day, we dragged our trash out and surprise, everybody else's was picked up but ours. Thinking there was a mistake, we left it there for a day or two. We did not figure out the problem until another sympathetic neighbor came stopped by to tell us that you actually had to pay for the service to get your trash picked up.

My parents signed up with no qualms. I mean, really, what else could you do? This incident kind of stuck with me though. I didn't understand. If our tax money could pay for the service in Ohio, why couldn't it be paid for in Florida?

Fast forward to the year 2000, when I purchased my first home. As part of my starter pack or whatever I received, I got all the information and phone numbers to sign up for my trash disposal. Well, guess where that information went? In the trash disposal itself.

The easiest and simplest way to save money on trash pickup is to not sign up for the service. Honestly, are you kidding me? Pay for trash pickup? Does anyone else not see the insanity in this? It currently would cost me approximately $240 per year to have my trash taken away. I'll get back to that number in a minute.

Needless to say, I have never paid for it. I keep several small garbage cans around the house (which is what I assume most households do). The one in the kitchen fills up just about every day, the ones in the bathrooms a few times a week. When the bags get full, I tie them off, throw them in the trunk and drop them off at the dumpster behind my office at work. It probably takes an extra 30 seconds out of my day.

For those that think this is nasty, compare it to the nastiness of having a 100 gallon plastic bin in your backyard that simply fills up with trash every day of the week. I think I know which if the two scenarios I'd pick.

Simply put, I have saved myself right around $2400 by this method alone since moving into my house. That translates into right around 3 ? free mortgage payments for me.
